bugs.kde.org and mark it as a wishlist item. feature requests made on mailing 
lists rarely get implemented. patches stand a much better chance however ;-) 
and wishlist items in the bug tracking system usually do eventually get 
attention.

that said, as David Golden pointed out KDE already is componentized. kio, 
kparts and plugins abound throughout KDE. koffice apps, kwrite, most/all the 
viewer apps, konsole, find utilities, etc... are already components. can more 
be done? yes.. there is discussion this week on the kde-pim list about making 
all those apps kaprts sooner rather than later (everyone agrees it should be 
done, its just a matter of when and who).

but the concept of component based computing is already there and in use.
