TrayVolumeControl=true is there and there is only one of them. I have been
through all this 100 times - it just plain doesn't work. So I'm thinking
there is something else other than Kmix itself - but what?

Okay - I've just checked on my office computer. Using KDE 3.2.1 (-2.2
RedHat build for FC3) and KMix 2.1. It works for me here. Maybe you should
check your KMix config file at ~/.kde/share/config/kmixrc and ensure that
the settings are being saved (in case of such a bug in your build as
mentioned which might save you from compiling your own version).

You're looking for:

TrayVolumeControl=true

(and only one of these).
