Don't leave KDE for this... Most probably it's because of RH setting 
their own menus (or trying to do so). 
First verify that your KDEDIR is assigned:  
 [jan@oden jan]$ echo $KDEDIR
 /usr/kde  (in my case, may be different for you)

Then check the contents of $KDEDIR/share/desktop-directories:
 [jan@oden jan]$ ls KDEDIR/share/desktop-directories
 this should show a fair amount of *.directory files.

Also check the contents of $KDEDIR/share/applications/kde:
 [jan@oden jan]$ ls $KDEDIR/share/applications/kde
 this should show many  *.desktop files.

If all is well so far, check if you have the rpm redhat-menus:
 [jan@oden jan]$ rpm -qa|grep redhat-menus
 redhat-menus-1.4.1-1 (or another version)

This rpm sets the menus as RH want them and possibly to almost 
nothing, so I would suggest that you try without that rpm:
 [jan@oden jan]$ su
 Password:
 [root@oden jan]#rpm -e --nodeps redhat-menus-1.x.x-x

Now return as normal user and rebuild your menus:
 [root@oden jan]# <ctrl-d>
 [jan@oden jan]$ kbuildsycoca

If you are lucky the menus are back. If not, just reinstall 
redhat-menus if you like redhat menus...
