Konqueror used to use the help:/common/kde-default.css stylesheet but 
now it doesn't.

The link to help:/common/bottom2.png does not display inside a page but 
it displays it that is the location.

I'm not sure when this "broke".
I have KDE-3.1.4 now though and it might have been when I upgraded from 
3.0 to 3.1.
