Well guys, I finally got it to work, I added a tag like the following:
Option "NoTwinViewXineramaInfo" "1"
Which hides TwinView information from KDE, causing it to treat the dual 
monitors as one large screen, but it disables the windows maximizing 
control, causing windows to maximize across both screens and windows to open 
in the middle...so I turned it back off, guess I'll just have to deal with 
the issue.  Maybe I can come up with a source code hack...
