Question, does he actually want it executed "at login" or after KDE is started?

If after KDE has started then put it in: "~/.kde/Autostart" as you said.

But if he really needs it to start at login:

Before login: The script "Xsetup" runs as root and can be used to modify the login screen.

After login: The script: "Xstartup" runs as root and the script: "Xsession" runs as the user 
that logged in.

Note that these are the defaults and IIRC can be changed in (or need to be configured in): 
"kdmrc" -- your distro may have changed things.
