Well to start with, this is a bootstrap (a/k/a Catch 22) problem since
you would be trying to configure X but would have to run X to use the
configuration program.  Big mistake!

I would guess that it would be about as hard as changing a flat tire
without stopping your car.

Note that there was a GUI for XFree86 3.something, it used the default
640x480 VGA to create an XF86Config file, then you could restart X and
continue at your selected resolution.  Someone could write something
like this using QT/KDE but the restart of X is an issue that is not
solvable AFAIK.
