Yes:

 5. You may use the original or modified versions of the Software to
    compile, link and run application programs legally developed by you
    or third parties.

ie. Linking with Qt is very open.  Much more than the GPL.

REMEMBER: code written to link with Qt does NOT fall under the QPL!  The
    QPL is not a viral license.
