My system locale (LANG env var) is set to de_DE.UTF-8.

In the KDE control center, I selected 
language German, charset: iso10646-1
All font settings are set to iso10646 charset, too

When I open a text file in Kate or Kwrite, it shows ONLY empty squares.  (Yes, even \
plain ASCII text without extended characters is displayed as empty squares only, not  \
only extended characters!) The same happens when I want to view the HTML source of a \
web page in Konqueror.

When I change the "charset" setting in the language module of the KDE control center \
to "iso8859-1", the texts are displayed correctly, displaying non-ASCII characters as \
iso8859-1.

The problem didn't exist in KDE 2.1: I was always using charset iso10646, and Kwrite \
as of KDE 2.1 correctly displayed all text files, handling non-ASCII characters as \
UTF-8.

Kedit and Quanta don't have this problem, they correctly open, display and save all \
text files when charset is set to iso10646-1 (handling non-ASCII characters as \
UTF-8), only printing is not correct in these applications: all two-byte UTF-8 \
characters are printed as 2 latin-1 characters....
