Per quanto riguarda il problema specifico credo sia più legato a Fedora 
o meglio ancora al kernel Linux che non a KDE. Credo comunque tu sia 
affetto da questo problema:

Come leggi il fix sarà presente nel kernel 3.3 che è tutt'ora in 
sviluppo, ma probabilmente uscirà come aggiornamento in Fedora 16 e sarà 
di default in Fedora 17. Se sai come fare e vuoi sistemare da subito il 
problema puoi aggiungere l'opzione "pcie_aspm=force" all'avvio.

In generale, per indagare problemi relativi al consumo, puoi usare 
l'ottimo tool powertop (aggiornato di recente)!
