Maybe your files are corrupted somehow. I tried to recode your
kdelibs.po from utf8 to latin2 but it failed. Maybe you have edited it 
with kwrite sometimes? When you edit utf8 encoded files with kwrite it will 
save them corrupted.

What is also strange is, that there _are_ many questions marks in the
file. See the following diff of your kdelibs.po, where all the
question marks came in and your local characters have been corrupted:

Also the charset in this commit has been changed from utf8 to latin1?
Maybe this was the problem?


BTW: I really think, you should edit the header, when KBabel complains
about recovered errors in the header. Having a header like this, isn't
really useful and may confuse KBabel:
