We aren't using SGMLTools-lite but DocBook-tools at KDE.

All the installation instructions are in kdelibs/ksgmltools/INSTALL.

Basically the process is:
- to download and install the RPMS from
ftp://ftp.kde.org/pub/kde/devel/docbook/RPMS
- to reinstall the kdelibs
