The people to ask about this are on the DocBook list (see CC).

Formerly the docs on documentation were in kdesdk/ksgmltools, now they
are in kdelibs/ksgmltools (I believe). Look esp. for template.docbook
and the crash course. Why this stuff wasn't put on or linked from
i18n.kde.org I cannot tell.
