For parsing: see http://www.jclark.com/sp/index.htm and
http://www.DocBook.org/, for converting them using DSSSL files, see
http://www.jclark.com/jade/ and http://www.nwalsh.com/docbook/dsssl/.
For writing them (and processing them), see the crash course included
in ksgmltools (in kdelibs).  But actually, all you need to know that
is specific to KDE, is in the DocBook crash course and in the
translation HOWTO.  For more resources on SGML and DSSSL, see the
links in those two documents (there is already more than enough
documentation on SGML and DSSSL around on the web - you just might
have to look around a bit).
