Looked a bit at Hindi history in websvn. It does look thoroughly dead to me. 
So probably no use in waiting any longer for a response from the team.

If Raghavendra is not interested in becoming the team and translating KDE in 
its entirety - which is of course a mammoth task. Maybe we should think about 
solving the immediate problem of committing the Krita translations - and 
having a policy for this scenario?

Not sure what would be the best way. If Albert or Luigi do the committing, 
they might end up becoming de facto team leads for a ton of languages they 
don't even understand. If Boud did it I don't see how anyone could complain, 
but it might be a pain for him to deal with.

Or is it better to simply say, if there's no team lead, there can be no 
commits?

Doesn't seem to be a problem that occurs on this list very often. But people 
might encounter these kind of problems off-list all the time, dunno.
