For longer strings, the version without context is usually fine. This will 
only lead to people writing empty or nondescript comments, starting a habit 
that is worse than the current behaviour.

If you really want to improve this on the tooling side, you could create a 
linter that is run by the CI and that warns for *short* i18n calls without 
context.
