I personally would be OK with switching all people to
Weblate, including existing teams, without direct access to the
underlying version control system (as part of their usual workflows),
if the Weblate command-line client
(https://docs.weblate.org/en/latest/wlc.html) works for all teams
as a replacement for their current Subversion-related workflows.

PS: I really like that your proposal includes 3 weeks to study the
workflows of existing teams.
