What exactly is the definition of "application itself is not translated" here?

* Zero translated messages in the application catalog i. e. no application 
catalog (.mo file) installed?

* Does one translated message in an application catalog with e.g. a few 
hundred messages make this application already translated, because a catalog 
(.mo file) is installed?
