Let me try and summarize how roles help (when considering other
similar tools like Pootle, Zanata etc)

New contributors need a higher level of mentoring through the
translate-review-commit cycle. So, there are users who are language
team coordinators/admins - they usually receive a request from a new
contributor to join the language team and, approve their account by
granting them privileges. Users who have reviewer roles can review
submitted translations and approve/reject them appropriately.
Additionally, there could be roles/rights wherein an user can create a
new glossary or, contribute to an existing glossary.

Similar role based access is available via Transifex too.

Even though language teams may be small, assigning roles helps in
keeping things streamlined.

Is TWN considering a bug-tracker to receive and respond to issues?
