poselfmerge can apply a "PO compendium" to the PO file (or any number of
them) to fill out stuff and mark them fuzzy. PO compendium is given with -C
option, and -x option makes all matches (even exact) fuzzy.

How to create and maintain a PO compendium is another matter. PO compendium
is essentially a translation memory in a single PO file. It would
theoretically be possible to derive a PO compendium from Lokalize's TM, but
normally it is made from all PO files in the project using msgcat (as
Dashamir suggested). This is however not straightforward, and requires some
choices to be made, for an effective PO compendium. There is a section in
Pology manual discussing this, with an example script for creating/updating
the compendium:

Since you would likely want to have it on the summit, in
trunk/l10n-support/sr/compendium/ you will find an actual summit compendium
script used for Serbian (the other file in that directory is the compendium
itself).
