So this means that, when building the French manual, we have a compile
time dependency on a yet unreleased kdelibs/kdoctools.
Thomas, what should we do about this?

What about treating this like the author entities in the main index.docbook?  
They are defined in index.docbook, and eventually dropped when those entities 
get included in the appropriate file with kdelibs.  In this case, would it be 
possible to include the entity definitions from the french user.entities - 
although I'm not sure what file to include them in.  


Translation team - would it be reasonable to include them in the french 
index.docbook or some other file always included in the build?
