These files are missing from the distribution because they are not native PO
files, i.e. not used at runtime (also not at build time). They are meant to
exist only internally within KDE translation pipeline, to facilitate
translation of non-PO textual resources (such as .desktop files,
documentation).

You can fetch these internal POs from the appropriate branch or tag in the
repository, e.g.
http://websvn.kde.org/branches/stable/l10n-kde4/hi/messages/ .
