No, your KTorrent translation has never been in stable-kde4. This

is the stable-kde4 branch at its last revision as "kde 4.1" translations, and 
there was extragear-network/ktorrent.po at all.
I think there is a misunderstanding on your side on what "stable-kde4" is.
That branch represents the "stable" serie of KDE 4 applications. This means 
that it holds the translations for the stable KDE 4 serie (currently KDE 
4.2.x, one week ago it was KDE 4.1.x), and the stable series of KDE 4 
extragear applications (currently Amarok 2.0.x and KTorrent 3.1.x).

Then you updated the translation of the future KTorrent 3.2.
If you want to update KTorrent 3.1.x, you must commit to 
branches/stable/l10n-kde4.
