To make the Docbook files for the given app you need to run update_xml from
the script/ directory, with the language code and app name as arguments:
$ cd $KDEREPO/l10n-kde4/
$ scripts/update_xml el kturtle
(all of the app's doc POs must be translated for this to work). If
successfull, no markup errors, etc., it will create el/docs/kdeedu/kturtle
directory with Docbook files. And in this directory you then put localized
images (having same file names as the original ones).
Then run again scripts/autogen.sh el, and CMake will do what it should on
installation of the language module.

If this is first doc stuff, you also need to translate/modify/adapt stuff in
KDE/kdelibs/kdoctools/. Mostly by following what other languages in there
have, there is no formal system (no POs...) that I know of for it. But I
think you can try KTurtle's doc
