1) Is the version of Łacinka you intend to use uniquely derivable from the 
cyrillic version? If so, you should really use the experience of the Serbian 
team and generate a be@latin version by means of a script. That would 
centralise work in one place and make sure no effort is wasted, plus you get 
to use all the work already done for cyrillic Belarusian.

2) I am afraid your flag is not going to pass, since it would be a political 
statement. Furthermore, flags are associated to countries, not languages.

3) Are you coordinating with the existing be team? That would make things much 
easier for everybody (especially you).
