No, they are different: branches/stable/l10n-kde4 is meant for KDE 4.0, i.e 
stable (meaning - essentially fixed, unchangeable strings) and released 
software, trunk/l10n-kde4 is meant for future KDE 4.1 (and after release of 
KDE 4.1 for future KDE 4.2 and so on), i.e strings there are always changing
