I'm more for this option, as:
- teams aiming for inclusion in KDE 4.1 could continue working towards that
- extracting messages (and generating documentation) early could make us catch 
and fix l10n/i18n errors not at the beta/freeze/latest days
- (really minor) it could reflect what was did previously, aka an l10n branch 
for the "stable" serie (now being 4.0.x), and another one for the "unstable" 
one (4.1)

Of course, this has the problem that in case teams working on both branch 
should take care of merging "stable" translations when they switch to 
the "unstable", or at least keeping them both in sync.
