docmessages has basically no use in a KDE release.
It contains the documentation .po's, but they have to be "transformed" into 
docbooks.
The right procedure is the one you correctly said, that is using update_xml. 
After you run it, you have to commit the contents of the <lang>/docs 
directory, that contains the generated docbooks.
Only the docbooks in <lang>/docs will be really compiled, installed and be 
visible for the users in khelpcenter.
