I agree it's a bit confusing (hard to find where to translate) but it's not
totally irrelevant at least for Japanese translation. For example:

The <span style="font-weight:600;">...</span> is used to make "Note:"
appear in bold. I removed the tag because I want it to be same as what I 
defined for KUIT's "<i>Note</i>: %1" in kdelibs4.po.
