At least on the official release schedule I can't see the freeze for 3.5.8 
right now. 
But there was a short discussion about the 3.5 branch here:

From the i18n-view it is a minor change, in my opinion you should just go 
ahead and commit the patch to clear up things. The other point is: is this 
considered a bug fix? if the answer is yes, you should be allowed to commit.

In either case you should forward port this to KDE 4.
