No, these too should be i18n'd.

For example, some languages may use different HTML tag, or quotes instead of
tags, for one or the other reason. Even disregarding this, the rule for
programmers is simple as it is -- *all* user visible strings are to be
extracted -- and shouldn't be messed up by exceptions.

In fact, if you check the latest KGeography POT, you will find several pure
"%1" messages (several as in they have different contexts explaining what %1
is). Then you could also check out Japanese translation to some of these ;)
