Scripty canot generate it, as Scripty has not access to a KDE binary (and 
especially to Qt) but that would be needed for using xml2pot.

Therefore the templates were generated externally, typically for the complete 
l10n module. However, see the thread about KOffice documentation, currently 
we have the problem that nobody seems to do it.
