Have you read the KDE Translation Howto [1], especially the early  
section about starting a translation for your language?

Irvin, I'm sorry, I don't know the KDE Tagalog team, but I do know  
the Debian team. You might like to get in touch with Eric Pareja [2],  
the team-leader, to discuss issues specific to your language, and  
just liaise generally. :)

Eric and I both just got our language into the Debian-Installer for  
the first time (we're so happy about that!), so I know the team is  
relatively new.

Tell him I sent you. :)  Eric is good people.
