I have tested with a quick&dirty Perl script. 

The languages listed in kdelibs/kdecore/all_languages.desktop differ greatly 
from kde-i18n/subdirs. (For example Britich English is missing, on contrary a 
language like "aa" exist, which is not in kde-i18n.)

So I suppose that we should generate this file automatically from data of 
kde-i18n (for examples kde-i18n/teamnames or from the entry.desktop of each 
language.)

However I would not have much time to such a thing currently.
