As far as I can see msgfmt is part of gettext package (not devel) at 
least for Mandrake, Suse and Redhat. And if that becomes a problem 
anyway, I think msgfmt can be ported to some portable and common 
language (for example Perl).

I suppose that statistics system on i18n.kde.org is already doing msgfmt 
for all translation files (i.e. msgfmt --statistics), so probably the 
job is already done. I don't know if the binary format is the same on 
all platforms (like little- or big-endian, 32/64 bit), if not, users of 
some platforms would have to compile translations themselves. But I 
think we could prepare translations for most common platform(s).
