I think it is rather going *away* from using KDE_LANG=C. As far as I 
understand KDE_LANG=C means that *.mo files are not used and messages
from source code are used intact.
I suggest we should use KDE_LANG=en_GB for English (British) and put 
appropriate fixes in $KDEDIR/share/locale/en_GB/LC_MESSAGES/*.mo files. 
Of course this works only if English users have proper locale set (like 
"en_GB", "en_US"), not "C".
