If I report a bug for every every string that has no meaning, I will generate 
a lot of bugreports :)
Especially in applications that haven't finished yet (and most of the time we 
are translating unfinished applications, because we release the translations 
with a .0 release) there are quitte a few meaningless strings like 
[???], [some text] [fixme, not done yet] [...] [put something here]

Personally, when I see such a text I expect that the developer remembers those 
strings and comes back to them when he has the time to implement the missing 
feature.

Besides that, kcalc is not an application that changes much over years, so I 
don't think that all teams check that one completely before a kde release.
For instance, the Dutch kcalc has been checked by a Dutch math professor 
before the release of kde 3.3, and he didn't notice this error in kcalc :o)
