Not exactly. "make -f Makefile.cvs" will create, among, other things, the 
configure script, which will, in turn, create the Makefiles.

Qt 3.2 first, if you don't have it installed.
Then arts, kdelibs, kdebase. Other packages can be compiled in whatever order 
you prefer, with exception of kdeaddons, that should be last, as it depends 
on many other packages.

Even though it is a bit specific about RedHat, it may help you. KDE Women 
offers another KDE CVS tutorial, I think. There's also lots of things in 
developer.kde.org
