Have you contacted the Tibetan coordinator (Katrin Norbu, CC)? She should be
able to tell you about the team status. For a general intro see the HOWTO at
http://i18n.kde.org. Parts of it are outdated (still refering to KDE 2) but
the basic things are still about the same.
