Because we don't have the patch. We have an oggvorbis_artsplugin (which is 
unused e.g. on my system) patch which is not even in CVS.

If you manage to fix mpeglib or arts in general for 3.0 - I am 100% in favor 
of this.

oggvorbis_artsplugin is not being compiled on my system as mpeglib is used.
