I think that the name of the country is better, in www.kde.org/italia there
aren't only translated docus but also info about Telecom-KPPP tarifs or 
about local distribution that ship with KDE etc...
So I think the est way is a 
www.kde.org/<country> mirrored in every www.<LANG>.kde.org site.

P.S.
Stephan: I asked to Bernd but I get no reply, I think he must read all these
kde-i18n messages.
