Unfortunately, the Harmony project never addressed these issues.  
AFAIK, no effort was being made to make the Harmony code base 
compatible with Windows.  The code as it stands is only cross-
platform among Unices, I believe.

Besides the now OpenSource version of the QT toolkit, you may be 
interested in pursuing Gtk.  Although I have doubts about the 
current design of the toolkit, I do use a Windows port of Gimp 
nearly every day.  Gimp is a Gtk-based app which is primarily 
developed for Linux/X-windows.  www.gtk.org
