How do you decide which program is of general interest, then? Especially in 
kdeedu that is impossible. For illustration I will list some programs in 
kdeedu and what the target groups of those are:

flashkard: Someone who wants to learn something (the most general it can get 
for kdeedu)
kalzium: People with strong interest in Chemistry
keduca: Mainly Teachers
kgeo,kpercentage(,kbruch), kmathtool: Certain Age Group, learning math
ktouch: People who want to learn typing
khangman, kmessedwords: Entertainment, everybody who likes that kind of 
entertainment, pretty general
....

So if we start that "specialization" issue, what tools do we keep? An entire 
module called kdeedu, only containing kflashkard?
I think if it is an educational app and it is possible to translate it (i.e. 
"any language" <-> Japanese) then it belongs to kdeedu and nowhere else.
I have to agree with Jason: If the app is of regional non-interest, then don't 
translate it for those regions because it is not worth the effort obviously.
