Well, in our case, I want to indicate that translating city names is optional, 
and since the list of cities is so large, we don't include these strings in 
our kstars.pot file.  In general, I think no translation team will be 
interested in translating the entire list of >2000 city names, only the ones 
for which it makes sense for their language.  We are in the process of 
dividing our list of cities by region, in part to make it easier for 
translators to choose what cities they want to translate.  

Is it possible to have more than one pot file for an app?  If so, I suppose we 
could make a separate pot file for each city group (cities.de.pot, 
cities.fr.pot, cities.es.pot, etc); then it might be clear enough what should 
be done without needing the README.  However, I guess we would still probably 
want to tell them to append the cities*.po file(s) onto kstars.po...
