I think there has been a big preference for Option A for quite some time 
already. IMO, the only thing missing was a public posting by Malcolm on 
this to kde-devel and core-devel and then getting started (as time 
permits).

There should probably also be a reference to decisions like this in the KDE 
style guide as well as on visible places at developer.kde.org and 
i18n.kde.org
