As connectiva made apt working with rpm as an open source project, it is not 
needed to develop it for other (linux) distributions.  It needs to be 
implemented by the other distributions.  If so it will make it easier to 
right a kinstaller, see below.

underneath an excerpt from mail/explanation I received from someone who 
implemented apt-rpm at suse:

Well - apt-get is not really a replacement for rpm. Instead apt-get uses
the underlying package format (rpm/dpkg) and adds features like dependency
resolution. So rpm/dpkg is still needed anyway. In fact I don't mind
which one a distribution uses, but I'd like to see a unique interface to
package handling. And AFAIK APT is the only one supporting the 2 big
package formats for Linux.

I think the LSB does not state RPM as default package tool (though the
only mentioned one is RPM).
