IMHO for private (home) users the distinction between system wide settings 
and private desktop does not (yet) exist.
I aggree it's up to the distributors to ask most of the questions, but it's 
up to _a_ KDE setup wizzard to provide a way that the KDE desktop "works" 
after the "first install" which kpersonalizer give the inpression if a new 
userer reads the text. He/she will not understand that the printing, email, 
internet access etc settings  are NOT part of the basic setup. 
At minimum I'd like that kpersonalizer asks these question, pointing out that 
something migth have to be done. 
Tests:
* print a test page
* connect to the internet
I would considers this userfriendly and a key to success in the SOHO market.
