To have a fixed point when you move things around. As you can see Debian put 
the config files in /etc/kde2, KDE would read $prefix/share/config/kdeglobals,
but without knowing where the configs are, this is quite hard. But these 
paths are supposed to be added to the path, so if documentation exists where 
you installed your KDE, it will pick that. 
The case I found was when you have german translations in /usr, but only 
english documentation in $KDEDIR, it will pick the translations first.
