This explains exactly why the icons you are missing are missing.
The icons for kdelibs and kdebase were moved to hicolor 
on Thursday. On the same day locolor-icons were disabled.
Therefore locolor-icons didn't show up in CVS on Friday (the day you checked 
out your modules).
On Friday night I copied all existing locolor-icons w/o hicolor-versions
for the remaining modules to hicolor. 
So if you update the remaining modules now you should get almost all
icons back.
