The KDE build system already adds -fno-exceptions by default and then
appends -fexceptions where it's needed. If you override the CFLAGS,
that might break. That's one reason to be careful.

Yes, I have a similar spec machine and everything apart from starting
apps is fast, even though I have everything compiled with
--enable-debug. I think the konqy settings dialog is slow because
it must do some long initialisation at startup. It can probably be
made a lot faster.
